The Liberation Mechanic feels a whole lot more impactful, like you're actually inflicting change on the world around you, because every base you take over will become Rebel occupied, and the same goes for towns. You still need to destroy things to progress, only now it's based on the number of provinces you "Liberate". JC2 introduced the idea of "The Chaos System", where destroying government property would net you "Chaos Points" which were needed to progress through missions, however this gets a tad repetitive considering the number of types of "Chaos Objects" and the extremely high number of bases and towns to get through.

While it's not a perfect game by any means, Just Cause 3 took the concepts of JC2 to a whole new level, making them feel fun, and impactful, without getting too repetitive.
